Steven Woolnough has over 15 years of experience in construction and engineering. He has worked for both main contractors and consulting firms. Steven has a law degree, and after commencing his career in construction, he completed a master's degree in quantity surveying.

Steven has managed the commercial parts of various public and private sectors. They include education, healthcare, security, water, power, and residential. He was responsible for these projects' pre-construction and construction phases, with values of up to £30 million.  He has experience working on different contract forms, including JCT, NEC, and bespoke forms. 

Steven's work includes commercial, risk, and procurement management. It also covers contract reviews, final account audits, CAPEX, and assurance reviews.

Steven joined Decipher in 2022 as a Senior Consultant. He has worked on complex adjudications and helped experts write independent reports.  Steven has also been involved in active project commercial management, advising clients on quantum matters. In January 2024, Steven was promoted to Associate in the Quantum/Commercial team.

Steven is a chartered quantity surveyor and an RICS registered expert witness. He is also passionate about training the next generation of construction professionals. He sits as a CICES examiner and RICS APC assessor. He also advises individuals on their journey to chartership.
