Tom Francis is an expert in project planning and forensic delay analysis. He is director of Decipher and manages a team of planning and delay specialists. The team provide tender, live planning and expert witness services to clients from businesses across the process, building and civil engineering sectors.
Tom developed his skills when he was site engineer with Costain. There, he developed extensive experience of live project planning and project controls. Tom subsequently joined Mace where he analysed contractor’s programmes and delay analyses. Tom has also acted as planning manager on several high-profile infrastructure projects (up to £2.5B in value), where he managed a team of planners and developed project control processes and procedures. Tom’s real passion is getting to the nub of a complex delay issue.
For over a decade, Tom has worked with leading expert teams specialising in negotiation, adjudication and arbitration. His time at Mace, Knowles (now HKA), and now Decipher has allowed him to hone his skills and knowledge. Tom’s particular interest is de-mystifying complex infrastructure disputes. He is experienced in live project planning and delay analysis using appropriate prospective delay analysis techniques. He is also familiar with programme management under the NEC3 form of contract. Tom has particular skill in developing robust programmes and the correct assessment of compensation events.
For projects experiencing delayed completion, Tom is able to undertake forensic analysis of the facts and determine the most appropriate method of retrospective delay analysis. Tom has drafted expert reports on delay and disruption and supported the ADR proceedings thereafter. Tom is fully conversant in all forms of project planning software including Primavera P6, Power Project and MS Project.
Tom is also the current chair of the Manchester Hub for the Chartered Institute of Building.
