Paul was the founder and CEO of Decipher Consulting (UK) Ltd since 2001. In 2023 Decipher became part of DeSimone, Paul is now Managing Principal of DeSimone with 30 years of experience in the construction industry. His core discipline lies in quantity surveying. Over the course of the last 25 years Paul has developed other disciplines, including claims, disputes, expert witness, project programming and construction law.

Paul has been involved in a wide variety of construction projects within various sectors. These includes power, civil engineering, aviation, nuclear, railways, utilities and hospitals. Paul’s career has seen him transition from working with Contractors and Employers to leading and managing a team of construction professionals as part of DeSimone.  He is also an accredited Expert Witness, counsellor and an assessor for the RICS APC Pathway and STEM Ambassador. This allows Paul to provide guidance and support to surveyors looking to become Chartered professionals and to becoming the future leaders of tomorrow.
