Steven Woolnough joins Decipher in Manchester as a Senior Consultant in the Quantum team.

Steven joins us to strengthen our commercial and quantum team in Manchester.

Steven began his career at Cruden Group. Starting as a trainee quantity surveyor, once qualified, he progressed to the projects team. This saw him become responsible for projects including education, retail and mixed-use projects.

As his career developed, Steven began to take the commercial lead position on projects. His experience in education projects grew, working on projects under both NEC and JCT contracts.

Steven then moved to GHD to provide commercial management support to the team across the UK. He was responsible for contract reviews, assurance review reporting, CAPEX reviews and final account audits.

He also provided general support to clients. For example, helping them deal with payless notices or compensation events. Generally just being on hand to advise on commercial issues as they arose.

Prior to joining Decipher, Steven was senior quantity surveyor on two Ministry of Justice Accommodation projects: HMP Hatfield (£9 million contract value) and HMP Sudbury (£18 million contract value).

On these projects, he was responsible for building the cost plans to establish an agreed contract sum. He then managed the procurement of design consultants and subcontractors. Once live, he managed the day-to-day commercial issues and interim applications for payment. He worked in line with the contracts to produce early warning notices and manage changes as they occurred. He was also responsible for cost reconciliations and management of subcontracts.

In addition to this, during the 2021-2022 academic year, Steven mentored two T-Level students. The students would spend two days a week in the office or on-site. Steven would set tasks and review their work. He provided regular feedback and areas for development and further learning. Steven is also the Counsellor for two Assistant Quantity Surveyors for their APC assessment with the RICS.
